7y + 4x = 3 => y = -4/7 x + 3/7
Then, slope=-4/7
So the new slope should be 7/4 (opposite reciprocal)

y= 7/4 x + b
Using (-4,-7) => -7 +b = -7 => b = 0

So the new equation would be:
y=7/4 x
